have the honour to acknowledge the receipt of your Despatch No. 53 of the 25th. February regarding the deporta- -tion of one James Ryan, alias Poulton, from the United States of

Americo.

Under date the 30th, November, 1915, the Consul- -General for the United States of America notified this Government that there was on board the S. S. "Nippon Karu" a European named James Ryan who had been deported from 8m Francisco, with trans- -portation to Calcutta.

Ryan arrived early in December. He gave as an alias the name "Charles Henry Davis". He had no papers showing his nationality but he claimed to be an American subject by virtue of birth in Ohio. He could give no explanation as to the reason for hie deportation to Calcutta, and the American Consul-General had no information on the point. The Captain Superintendent of Police, who examined the man, was of the opinion that he had never been in

Chine or India.

Ryan, on landing in Hongkong, was entirely destitute, and he was accordingly committed by the Police Magistrate to the House of Detention. There appeared to be no prospect that Ryan would be admitted into Calcutta and the Consul-General was accordingly asked to communicate by telegraph with San Francisco requesting that, as the man claimed to be an American citizen,
